The Background
In 1788, 4,000 citizens of the new United States celebrated Maryland's ratification of the Constitution on Federal Hill. This hill was a popular spot for viewing Baltimore even before it was officially named; the vista is so impressive that an observatory was built here in 1795. For over a century, Federal Hill provided a vantage point for the city's merchants to track the approach of their ships, and Union troops fortified the imposing rise of Federal Hill during the Civil War. It was made a public park in 1880.
