The Scene – If the Inner Harbor is the epicenter for Baltimore tourism, and the Light Street Pavilion is the epicenter for Inner Harbor tourism, then Phillips is the epicenter of the Pavilion. The Pavilion, filled with food stalls and inexpensive shops, sometimes feels like an open-air carnival, and so does Phillips. Lines at the restaurant can be long, service can be hasty, and the decibel level can be uncomfortable. Go off hours and you can have a nice time! Lovely dinner on the waterfront in a casual atmosphere. I'm not going during peak hours again.
- Pros: Fast, fresh, reasonable!
- Cons: Parking is awful, too crowded.

If you are looking for a good seafood all-u-can-eat buffet, do not go to Phillips. Their selection is very small and tastes exactly like the Phillips food you get from the frozen food section of your local grocery store. The crab cakes had so much filler in them, they tasted like old-bay seasoned bread; the crab legs were so small and overcooked, we threw them all away; the cream of crab soup was so thin that it looked like milky water and had no taste. They did have fried shrimp, fried clams and cold seasoned shrimp but you can get those anywhere and they will all taste the same.
Do not spend your time and money going here, go somewhere a little nicer where you will be satisfied. There is a reason that there is no wait (usually) here but there are hour(s) waits at many other places around the area.
- Pros: Very Fast Service, No Wait
- Cons: Average Frozen Food Selection, Overpriced for the Quality of Dining
Huge disappointment

I joined a chartered bus trip through work down to Baltimore for a "Crab Fest." The tour included an all you could eat crab lunch at Phillip's. By the time we arrived at the restaurant we were all salivating thinking about enjoying Maryland blue claw crabs. We were escorted to a back room with long tables already set with bowls of potato salad and cole slaw ready for family style serving. We were then served fried chicken which we hungrily ate.
There was a long wait for the crabs to arrive. When they did, they were extremely small, overcooked, and worse oversalted to the point of being inedilble. I never even got to use my wooden mallot to open the delectable claws because the majority of the crabs were missing their claws.
We all realized they served us the chicken because we wouldn't be eating crabs.
Phillip's lost a chance to wow 100 customers from out of town. Instead they lost our business and the business of our friends.
Eat at M&S Grill instead - the food there is fabulous!!
